The
budget includes just over $1 billion in state funding. That is less than the
Health Care Authority received from the state this fiscal year, but the agency
will receive more federal dollars due to an increase in its Federal Medical
Assistance Percentage rate.
The
Federal Medical Assistance Percentage (FMAP) rate is used to determine the
amount of federal funds states get for qualifying expenditures in their
Medicaid programs.
The
FY 2020 budget anticipates a growth in Oklahoma's Medicaid program costs of
about 8%, mostly from the state employee pay raise and an increase in the
nursing home reimbursement rate.
The
budget factors in a decrease in Insure Oklahoma due to "anticipated growth
that never materialized, coupled with an estimated 6% decline in enrollment
over FY 2019.
Insure Oklahoma, operated by the Health
Care Authority, helps small-business employees obtain health care coverage for
themselves and their families, as well as individuals who are self-employed or
temporarily unemployed.
