Governor
Kevin Stitt signed legislation on March 13 giving him the authority to hire and
fire directors at five major agencies. Stitt's
signature on five bills immediately dissolved longstanding boards or
commissions at the Department of Transportation; the Department of Corrections;
the Office of Juvenile Affairs; the Oklahoma Health Care Authority; and the
Department of Mental Health and Substance Abuse Services.
OHCA administers the state's Medicaid program. The
seven-member board is being replaced with a nine-member board, with the
governor appointing five members and leaders of the House and Senate each
appointing two members.
After signing the five bills Governor Kevin Stitt didn’t waste
any time on Monday, March 18, announced his board appointments as Jean Renee
Hausheer, Laura Shamblin, Marc Nuttle, Stanley Hupfeld and Philip Kennedy.
Among the governor's appointments are two men who already
were serving on the board: Nuttle, of Norman, a member since 2012, and Hupfeld,
of Oklahoma City, who was appointed in 2018.
The bill reorganizing the board also allows Stitt to hire the
OHCA director. "We wanted someone who could take an overarching look at
all state agencies that are delivering health services and assess the systems
in place to make sure our health agencies are operating as efficiently and
effectively as possible," Harder said.
